a.) Raise fuel economy standards to an average of 40 mpg by 2017, from today's level of 27.5 mpg. (Pending legislation would increase standards to 35 mpg by 2020.)

b.) "Authorize NHTSA to develop an attribute-based fuel economy model to increase fuel economy for individual vehicle models."

c.) Promote flex-fuel vehicles by requiring all cars marketed in the U.S. to be able to run on E85 fuel or regular gasoline by 2017.

d.) Require oil companies operating 4500 or more gas stations to add alternative fuel pumps to half their stations by 2017.

e.) Increase the use of ethanol and biodiesel to 10 billion gallons by 2010, 30 billion gallons by 2020, 60 billion gallons by 2030.

f.) Raise federal R&D investment in li-ion batteries for plug-in hybrids and electrical vehicles from $45 million per year to $100 million per year for five years.
